Initiatives, Referendums and Referrals

There are 3 kinds of petitions: Initiatives, Referendums and Referrals (For more information and a complete definition, this Link opens a new tab.)

Go here (Link new tab) to SEARCH the 2024 Initiatives, Referendums and Referrals (IRR) database for this year’s ballot. This is where you can look up the current status of all petitions. On the IRR database Search page: select the Election Year, “Qualified to ballot” and Summary Results.

A Referendum Petition can only be filed in response to legislative action in the last session. If a bill had an “Emergency Clause” it cannot be reversed by the Referendum process.


An Initiative Petition may be filed at any time. It puts a measure on a ballot.

A Referendum Petition refers a legislative action to the voters.

​A Referral is a resolution prepared by the governing body to place a question on the ballot for electors to decide. The referral is filed with the appropriate filing officer. The state governing body is the Legislature. Referrals are filed with the Oregon Secretary of State.
